SARAFAN Alliance — Architecture & Mission
What is SARAFAN Alliance?
SARAFAN Alliance is the coordination structure at the heart of the SARAFAN project. It is not a state union, not a supranational body, and not a political organisation. It is a hub of trust between different types of actors — entrepreneurs, cooperatives, cities, universities, think tanks, and cultural institutions — who are building cooperative value chains and forming charters of fair exchange.
The Alliance operates across four levels:

Who the Alliance Brings Together
SARAFAN Alliance is designed for actors from the Primary civilisational belt — the regions where early civilisations arose: Africa, the Arab world and the Middle East, South and Southeast Asia, the Eurasian core (including Russia), and Latin America. It is here that cities first appeared, the rudiments of law and justice emerged, forms of cooperation and trade networks arose, and the economy and culture remained inseparable.
The Alliance includes:
- Entrepreneurs and cooperatives — drivers of business initiatives ready to work according to fair rules
- Cities and regional communities — platforms for practical experiments in cooperative economy, green energy, and cultural programmes
- Universities and research centres — providers of methodology, research, and educational products
- Cultural institutions and media platforms — creators of common narratives, festivals, and exchange programmes
- Think tanks and analytical centres — providing constant reflection and adjustment of strategies
What the Alliance Launches
- Financing and insurance mechanisms for cooperative projects
- SARAFAN.ID.PAGE — a platform for the identification of participants, exchange of ideas, conclusion of contracts, and project support; combining a social network, cooperative marketplace, educational environment, and research platform
- Cultural and educational events — festivals, laboratories, conferences that create a common culture of compatibility
- Scientific-practical programmes modelled on DARPA — the applied level where strategic challenges are translated into projects uniting universities, business, and cooperatives
Two Civilisational Belts — Why It Matters
The world today is structured by the dominance of a single institutional logic — one born from the industrial-financial contour of the Secondary (Atlantic) Belt: North America and Western Europe. This model gave the world unprecedented technological and economic growth. But its dominance led to the displacement of other historical models and cultural codes.
SARAFAN Alliance does not propose to replace one system with another. It introduces a third level of global architecture — the level of projects — where different historical logics interact without domination and without coercion. Compatibility, not unification. Participation, not subordination.
Roadmap
Phase 1: 2026–2030 — Institutional Development
- Coordination of concepts and categories (Measure, Memory, Conscience)
- Regularisation of the RE:THINK DIALOGUE 2045 process — annual or semi-annual sessions
- Formation of national and regional hubs of SARAFAN Alliance
- Launch and development of SARAFAN.ID.PAGE
- Creation of pilot projects: food chains, joint educational courses, transport and energy cooperatives
